H.R.2500 / S.1790 - National Defense Authorization Act for Fiscal Year 2020

    • ​​Section 1270 amends Section 36 of the Arms Export Control Act to require the President to consult with the Senate and House Foreign Relations Committees not later than 3 days after using a declared emergency to circumvent Congressional oversight over arms exports. Additionally, a detailed report on all arms sales covered must be made, and none of the sales must be delivered after 90 days from the declaration of emergency.
    • Section 1270F prohibits the use of Special Acquisition Fund money to militarily support Saudi Arabia and the UAE
    • Section 1270G prohibits arms sales to Saudi Arabia and the United Arab Emirates under the emergency provisions of the AECA
    • Section 1270H prohibits direct U.S. military operations against the Houthis and intelligence and refueling support to the Saudi-led coalition fighting in Yemen
    • Section 1270J prohibits funding for intermediate-range cruise and ballistic missile development

  • Subtitle B - Foreign Military Assistance -  amends Section 36 of the 1976 Arms Export Control Act to require consultation and certification for emergency authorities relating to arms sales
  • The bill has language supporting an end to US exports to Saudis and promotion of human rights
