William F. Kullman is an independent expert, who following his retirement from government service in 2019, now serves as a consultant for the Organization for Security and Cooperation in Europe (OSCE) and the United Nations. For two decades, he was the Senior Advisor for International Affairs and an attorney with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) in the United States Department of Justice. During his tenure at ATF, Kullman also served as Deputy Division Chief for International Affairs, Acting Associate Chief Counsel for Firearms, Explosives and Arson, and Executive Assistant to the Assistant Director for Enforcement Programs and Services.
Kullman regularly served as the United States expert in firearms, ammunition and explosives in international fora such as the United Nations, the Central American Integration Group, and the Organization of American States. He served on the U.S. delegations that helped craft major international agreement on firearms, including the OAS CIFTA treaty, the UN Firearms Protocol to the Transnational Organized Crime Convention, the UN Programme of Action, and the UN International Tracing Instrument, and most recently, the Arms Trade Treaty. He also served the UN in various capacities, including regional efforts to promote the tracing instrument in Togo, Kenya, Brasil and South Korea and the drafting of Model Regulations and the Legislative Guide for the UN Firearms Protocol and the CIFTA (Firearms, Explosives and Ammunition).
Prior to ATF, Kullman was an Honors Attorney for the Department of Treasury; worked for the law firm of Drinker, Biddle & Reath in Philadelphia; and clerked for United States District Court for the District of New Jersey (Judge Mary Little Parell Cooper) and the United States Court of Appeals for the Third Circuit (Chief Judge Dolores K. Sloviter).
In addition to a Doctor of Jurisprudence from Temple University, Kullman also holds a Master of Arts degree in Philosophy from Loyola University of Chicago and taught theology and philosophy in Chicago. He also served as an Adjunct Professor of Law at George Washington University School of Law.
