Hector Guerra is the director of the ICBL-CMC. He is also a specialist on diplomatic processes related to disarmament, non-proliferation and arms regulation instruments, including the Arms Trade Treaty, the Anti-Personnel Mine Ban Convention, the Nuclear Non-Proliferation Treaty, and the humanitarian initiative for nuclear disarmament (among others). Guerra previosuly worked on human rights multilateralism, covering the Human Rights Council, Treaty Bodies and other meetings organized by UN Office of the High Commissioner for Human Rights.
He is an associate professor on disarmament at the National University of Mexico, and part of the team of academic advisers to the International Committee of the Red Cross for Mexico, Central America and Cuba, on issues related to armed violence. He is also a representative in Latin America and the Caribbean of non-governmental networks working for the promotion, negotiation, adoption, implementation, and defense of international instruments on disarmament, non-proliferation and arms regulation.
He is a former researcher covering Latin America for the Landmine and Cluster Munition Monitor, and author of specialized articles and book chapters.
