Arms Trade Treaty (ATT) | explosive weapons in populated areas | harm to civilians - casualties, human rights, development 

Jillian Rafferty joined the Duke Law faculty in 2024 as a Clinical and Lecturing Fellow for the International Human Rights Clinic. In this role, she co-teaches the International Human Rights Clinic seminar and supervises student clinical work. She also helps organize the Human Rights in Practice event series and advises the Human Rights Pro Bono Program. Her own research focuses on the protection of human rights during humanitarian emergencies, including armed conflict.

Before joining Duke Law, Rafferty served as Managing Editor of the International Review of the Red Cross in Geneva, Switzerland. Previously, she worked with the UN Office of the High Commissioner for Human Rights, the Women’s International League for Peace and Freedom, and the Center for Strategic and International Studies. She has conducted research and advocacy consultancies with Saferworld, the Center for Civilians in Conflict, and Control Arms, among others.

Rafferty received her J.D. and M.P.P. from Harvard University, where she served as Editor-in-Chief of the Harvard Human Rights Journal. She was also a student in Harvard's International Human Rights Clinic, where she conducted work in support of various international disarmament negotiations. She received her B.A. in International Relations, magna cum laude, from the University of Pennsylvania.
