Deepayan Basu Ray is an independent expert and technical consultant supporting governments to adopt and implement arms control instruments around the world - with a focus on South Asia, Southeast Asia, and the Pacific. He has a strong track record of undertaking legislative gap analysis and assessments; delivering training and capacity building programmes; supporting inter-agency collaboration; and strengthening reporting, record-keeping and data analysis processes. Previously, he has served as the Asia-Pacific Director for the Centre for Armed Violence Reduction, and the ATT Monitor Coordinator for the Control Arms Secretariat.
Deepayan's background is in international relations and security studies with experience in human security, arms control, fragile states, and the international aid architecture. He has more than 15 years of advocacy, research (including publications), project management, and consultancy experience with government agencies and international organizations.
